Biography
Doctor of Agricultural Sciences, Professor
In 1997 M.I. Ruzmetov graduated with honours from the Faculty of Agrochemistry and Soil Science of Tashkent State Agrarian University, qualifying as an agronomist-agrochemist. In 1997 he began his career as an agrochemist at the “Oʻzbekiston” farmers’ association in the Yangiariq district of the Khorezm region, and in the same year worked as a manager at the “Agribusiness Incubator” of Tashkent State Agrarian University.
In 1997–2000 he was a postgraduate student at the Research Institute of Soil Science and Agrochemistry of the Academy of Sciences of the Republic of Uzbekistan, in 2001–2003 a junior researcher at the same institute, in 2003–2005 chief specialist and in 2005–2006 head of department at the State Committee for Land Resources of the Republic of Uzbekistan.
In 2006–2017 he was a leading specialist of the Information and Analytical Department for Agriculture and Water Management, Processing of Agricultural Products and Consumer Goods of the Cabinet of Ministers of the Republic of Uzbekistan. In 2017–2020 he was deputy chair of the State Committee of the Republic of Uzbekistan for Land Resources, Geodesy, Cartography and State Cadastre, and in 2020–2023 Deputy Minister of Agriculture of the Republic of Uzbekistan.
Since 2023 he has been adviser to the director of the Institute of Soil Science and Agrochemical Research on science and research.
In 1998–2001 he carried out research at the Institute of Soil Science and Agrochemical Research on “Studying and assessing the current state of irrigated soils in the Khorezm region and developing measures to improve them”, and in 2003 he defended his Candidate of Science dissertation.
As deputy chair of the Yergeodezkadastr State Committee, in 2018 he introduced research in land management, cadastre and land monitoring at the “Oʻzdaverloyixa” research and design institute within the complex he supervised, established a doctoral department and organized the training of researchers with academic degrees.
Under the leadership of Maksud Ismoilovich Ruzmetov, a system was introduced for delimiting the boundaries of the country’s administrative-territorial units, inventorying land resources and carrying out geobotanical surveys of pastures. In 2018–2020, as an independent researcher at the “Oʻzdaverloyixa” institute, he completed research on “Ways to improve the efficiency of pasture land use”, and in 2021 he defended his Doctor of Science dissertation in land management, cadastre and land monitoring and in soil science.
This research studied in detail the soils and vegetation of Uzbekistan’s pastures in terms of land management and soil science. It established scientifically that the properties of pasture soils are close to those of irrigated soils, that some fertility indicators are even higher, and that the soils are suitable for growing crops and planting orchards and vineyards; the natural fertility (point rating) of pasture land was assessed for the first time.
The vegetation cover of pastures, the species and productivity of forage, harmful and poisonous plants were studied, the area per conventional head of livestock was calculated, and the first electronic maps were created. Today, research on accumulating and retaining soil moisture and meeting the water needs of plants and trees on pastures using improved, environmentally friendly water harvesting technology is of great scientific and practical importance.
In this field M.I. Ruzmetov received a certificate from the UN Food and Agriculture Organization (FAO) on the use of the “Water-box” technology and developed the technology “Water harvesting device for agricultural crops on pastures” (IP Consulting Center, utility model certificate No. 002458 of 23.09.2020; a PATENT was obtained for the utility model “Device for growing plants in arid areas”, registered in the state register of the Intellectual Property Agency of the Republic of Uzbekistan on 15.07.2021 under No. FAP 0244 and on 19.07.2021 under No. FAP 01664). The technology was introduced in 2018–2020 on pilot sites in the Surkhandarya, Bukhara and Jizzakh regions.
The “Water-box” device used by M.I. Ruzmetov in the experiments was field-tested.
A 1:750,000 map was created of the mountain, foothill and desert pastures of Uzbekistan where crops and fruit trees can be grown. On this basis a science-based proposal was developed to grow crops and establish orchards, vineyards and forest-fruit plantations on 2.621 million hectares of pasture with annual precipitation of 400 mm or more and fertile soil layers.
For his productive work Maksud Ismoilovich Ruzmetov received a certificate for completing mobilization training in units of the Ministry of Defence under Presidential Order No. F-82 of 8 November 2022, the badge “Excellence in Water Management of the Republic of Uzbekistan” under Order No. 224 of the Minister of Water Management of 5 December 2022, the commemorative badge “30 Years of the Constitution of Uzbekistan” under the Presidential Decree of 8 November 2022, a certificate of honour of the Jokargy Kenes of the Republic of Karakalpakstan of 30 August 2022, and the badge “Devotee of Agriculture of the Republic of Uzbekistan” under Order No. 255 of the Minister of Agriculture of 6 December 2023.
He received a letter of thanks from the Deputy Prime Minister of the Republic of Uzbekistan for his services in organizing the participation of international observers and foreign media in the presidential election of 24 October 2021 and his assistance to foreign observers, as well as letters of thanks from the Minister of Defence on 14 December 2021 and from the Minister of Agriculture in 2022–2023.
Maksud Ismoilovich Ruzmetov is one of the scientists who, in his research and production work, has contributed to the development not only of land reclamation but also of land management, cadastre and land monitoring, and geobotany. He is the author of more than 100 scientific works, including more than 30 co-authored methodological guides, recommendations and a textbook, and holds 6 patents and author’s certificates. In 2024 he received the academic title of professor.
By decision of the Presidium of the Turon Academy of Sciences of 29 September 2024, Maksud Ismoilovich Ruzmetov was awarded the title of Academician of the Turon Academy of Sciences.
